Department of Education, Office of Elementary and Secondary Education, Impact Aid System

The Department of Education’s (Department’s) mission, through implementation of the Elementary and Secondary Education Act, is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access. The Office of Elementary and Secondary Education, (OESE) Impact Aid Program (IAP) supports this goal by providing payments to Local Educational Agencies (LEA) that are financially burdened by Federal activities. Impact Aid is a Federal formula grant program designed to assist LEAs that have lost property tax revenue due to the presence of tax-exempt Federal property, or have experienced increased expenditures due to the enrollment of Federally connected children, including children living on Indian lands.

The Department of Education hosts the Impact Aid System (IAS) on contractor-owned, contractor-operated (COCO) servers provided under the EDUCATE contract. The IAS is a client/server application consisting of a Windows 2000 user interface, Power Builder 9x routines, and an Oracle 11i database. The IAS resides on common servers, managed by the EDCAPS team. The user workstations, and application and database server are connected via the Department of Education network (EDNET). IAS interfaces with the G5, an EDCAPS system. The IAS sends data to G5 to initiate payments and generate sub ledger entries and uses e-Application to receive applications from LEAs. Server and database operational support are provided by the Office of the Chief Financial Officer (OCFO) and Systems Operations.

Technik supports the Department of Education Impact Aid System in the following tasks:

Task 1:   Technical Assistance

Technik provides the following technical assistance for the IAS as described below:

  • Verbal, Written or In-Person Technical Assistance as requested by Impact Aid Program
  • Ad Hoc Meetings both at the Department of Education and/or the contractor’s site
  • Interim Development Meetings
  • IAS Planning Meetings
  • The Identification of Specific Tasks to Provide Emergency Repairs to the System
  • Technical Assistance with Section 508 Accessibility assistance
  • Other Urgent Needs / Technical Assistance
  • Monthly Reports

Task 2:   Technical Support for Version 4.21a of the IAS

Technik is redesigning the IAS to accommodate modifications and implementing Version 4.21a of the IAS.

Task 3:   Technical Support for Version 4.22 of the IAS

Technik is redesigning the IAS to accommodate the following modifications:

  • Correct The Batch Printing Of Comparison And Category Reports To Eliminate Extra Blank Pages
  • Create New Letters For Late Ineligible Applicants
  • Set The Default TCE Value For Migrating Applications
  • Modify The 8002 & 8003 Comparison Tabs, And The 8003 Categories Tab
  • Modify The Program Specialists Assignments Report To Exclude Un-log Applications
